Internal profile | revision 7 | 30 September 2026 | owner: Fiona Hartley

Legal entity: Coldstream Water & Environment Pty Ltd, trading as Coldstream. ABN: to be confirmed by Finance. Founded in 2009 by Fiona Hartley and two technical colleagues, the business remains privately owned by working directors.

Coldstream has 45 employees: 33 technical and field staff, six technical directors/principals and six business support staff, including a bid coordinator employed at 0.6 FTE. These are headcounts; total paid FTE is lower. Head office is in Box Hill, Victoria, with a six-person delivery office in Geelong included in the 45. Postal details are not supplied. General contact: bids@coldstreamwe.example.

Services include groundwater and surface-water quality monitoring, hydrogeological interpretation, contaminated land investigation, water-sensitive urban design, environmental management plans and regulatory reporting support. Our field equipment pool includes low-flow pumps, multiparameter meters, water-level tapes and dedicated sample transport coolers. Laboratory analysis is subcontracted; Coldstream does not operate its own analytical laboratory.

Fiona Hartley is Managing Director and an executive Project Director. Dr Leena Voss leads hydrogeology as Principal Hydrogeologist. Priya Nair, Senior Environmental Scientist, manages recurring monitoring programmes. Tom Bellamy leads the field team; graduate scientist Zoe Mercer supports sampling and data checking. Adrian Keene's archived CV remains in the CV folder; he left Coldstream in June 2026 and is not included in the current headcount. There is no current employee with the job title Senior Hydrogeologist. Leena may be proposed for that tender role subject to explicit allocation and her approval.

Our systems manager holds certificate copies in certificates/; tender writers should use those records rather than infer current status from this profile. The latest environmental certificate upload is the one ending August 2026. A surveillance audit had been scheduled for September; this folder does not contain an outcome or replacement certificate. Do not describe an audit booking as completed renewal.

Library conventions

Project values are Coldstream's final consulting fees excluding GST, not construction budgets. Completion means the final report was accepted. The eight project sheets are a selected bid-library extract, not a complete corporate history. Five sheets record recurring groundwater monitoring work, including the older Millhaven programme; Fernstead adds a short surface-water-only commission, and the Willowbank assignment was a one-off assessment. There is no programme-count register substantiating a larger lifetime total in this extract.

CVs retain their own revision dates and employment status. Reusable answers were copied from different tenders and have not been reconciled to WRW-2026-114. SharePoint users usually find them by keyword; an older answer can appear ahead of a recent one. Policies and certificates have separate review and expiry dates. Not all are current as at 19 October 2026.

The standard approval route is technical review by a principal, commercial and insurance review by Fiona, and final assembly by the bid coordinator. Pricing is entered by humans from the practice management system and checked against an Excel tender register. Nothing in this profile authorises an automated offer, commitment or change to insurance.
