Westernport Ranges Water | WRW-2026-114
Issue 1, 19 October 2026. Read with Conditions C4 and Returnable Schedules A–H.

E1. Mandatory pass/fail assessment

WRW first checks lodgement and the following mandatory gates. A tender that fails a gate may be excluded before weighted assessment. Describing a future intention to comply is not evidence of present compliance. Where equivalent independently audited systems are offered, the panel will consider the scope and independence of the evidence rather than the title of a document.

GateRequired evidence at closing
Quality systemCurrent certified ISO 9001 system or equivalent independently audited system
Environmental systemCurrent certified ISO 14001 system or equivalent independently audited system
Occupational health and safety systemCurrent certified ISO 45001 system or equivalent independently audited system
Professional IndemnityCurrent cover of at least A$10m any one claim and annual aggregate
Public LiabilityCurrent cover of at least A$20m any one occurrence
LaboratoryNATA accreditation scope covering proposed tests and matrices, plus a signed commitment for WRW-2026-114 and the 2027–2030 service period

Certificates must identify the bidding entity or clearly establish its coverage. The laboratory may be subcontracted. A historic relationship, expired commitment or unsupported claim of accreditation does not establish the laboratory gate. WRW may verify submitted evidence with issuing bodies through its own evaluation process.

E2. Weighted assessment

CriterionWeightWhat the panel will assess
Relevant experience25%Three eligible completed projects, comparable routine monitoring scale, groundwater and surface-water coverage, delivery outcomes and referee confirmation
Methodology25%Understanding of the specified frequencies, credible field logistics, AS/NZS 5667 sampling, QA/QC, laboratory integration, ten-business-day data delivery and annual interpretation
Key personnel20%Competence and availability of the four nominated roles, relevant CV evidence, continuity and field training readiness
WHS/Quality/Environmental management15%Practical application of systems, current policies, site controls, corrective action and subcontractor oversight, beyond merely possessing certificates
Price15%Evaluated whole-of-contract cost, completeness, transparent assumptions and value for the proposed service
Total100%

Non-price criteria are scored from zero to five: zero, no usable response; one, substantial deficiencies; two, partly meets; three, meets; four, convincingly exceeds; five, exceptional supported benefit. Each score is divided by five and multiplied by its weight. Price will be evaluated comparatively for completeness and value, with the lowest conforming total used as a reference; the lowest price does not necessarily win. The panel may moderate scores after clarification, interviews and reference checks.

E3. Evidence and qualifications

Experience references must satisfy Schedule B's age, value and relevance tests. Use facts attributable to the bidding firm and distinguish individual experience at another employer. Availability is assessed against the proposed programme, not job titles alone. A Principal Hydrogeologist may fill the Senior Hydrogeologist role where the response identifies that nomination and provides suitable experience and capacity.

WRW will consider departures and delivery risks alongside the weighted result. Claims without traceable evidence may receive no credit. Explain gaps candidly and identify who will resolve them. A high weighted score cannot compensate for a failed mandatory gate. No tenderer is entitled to an interview, clarification opportunity or award.
