Westernport Ranges Water | WRW-2026-114
Issue 1, 19 October 2026. Complete the following schedules within the single submission PDF. Use these headings and preserve their order. The fields below are instructions, not completed answers.
Schedule A — Company details and declarations
Provide legal name, trading name, ABN, registered and operating addresses, ownership, employee numbers, primary contact and authorised signatory. Identify any consortium or subcontract arrangements and the party accountable for delivery. Sign and date the offer and the conflict-of-interest declaration required by C5, including an express nil declaration where appropriate. Acknowledge each addendum by number and date. Confirm tender validity and that statements have been checked by an authorised representative.
Schedule B — Relevant project experience
Return three relevant projects completed in the last five years, each with a contract value of at least A$100,000 excluding GST. The completion window is 14 November 2021 to 14 November 2026 inclusive, measured at tender closing. Use the completed contract value attributable to the bidding entity, rather than an overall development budget. Do not aggregate unrelated small commissions to reach the threshold.
For each project state client, project title, location, commencement and completion dates, final value, tenderer's role, monitoring quantities and frequencies, technical scope, outcomes and relevance to S1–S5. Include a client referee's name, role and contact details, with authority to contact them. Projects must demonstrate recurring groundwater or surface-water quality monitoring and associated data/reporting services. Design-only stormwater work and one-off contamination investigations do not meet this relevance test, though they may be mentioned separately as supplementary capability. WRW will assess the three nominated entries, not search an appendix for replacements.
Schedule C — Key personnel
Nominate a Project Director, Project Manager, Senior Hydrogeologist and Field Team Leader, and attach a CV for each. Name any role filled by a Principal Hydrogeologist explicitly. Provide responsibilities, employment or subcontract status, relevant project experience, proposed time allocation, availability from January 2027 and a named relief arrangement. Do not present a former employee as available without a documented new engagement and their agreement. Attach or identify current first aid and confined-space training records for the proposed field team, with expiry dates; where records are missing, identify the gap and the mobilisation action.
Schedule D — Methodology
Submit a project-specific methodology of no more than six A4 pages, using at least 11 pt text as specified in C3. Cover mobilisation, 38 quarterly bores, 12 monthly surface-water sites, sampling and QA/QC, laboratory interface, ten-business-day EQuIS-compatible uploads, annual reports, technical review, safety and environmental controls, work programme and contingencies. All methodology diagrams and appendices count. Avoid generic text that displaces the response to these requirements.
Schedule E — WHS, quality and environmental management
Explain how the three systems apply to this work. Attach current ISO 9001, ISO 14001 and ISO 45001 certificates or equivalent independent audit evidence meeting C4. Include signed WHS and environmental policies reviewed within the last 24 months at closing, and explain incident reporting, corrective actions and subcontractor controls. Include the laboratory accreditation scope and tender-specific letter of commitment. A scheduled audit alone does not establish certification or independent audit equivalence.
Schedule F — Insurance
Attach current PI and PL certificates, showing the legal insured entity, insurer, policy period, limits and relevant conditions. Confirm PI of at least A$10m and PL of at least A$20m as defined in C4. Identify exclusions relevant to environmental monitoring and any renewal arrangements. Do not replace evidence of current limits with an unsupported statement that cover can be increased.
Schedule G — Departures
List each requested departure from the stated commercial basis or technical requirements, referencing the clause, proposed wording, reason and delivery consequence. If there are no departures, state nil and sign. Do not hide qualifications in methodology footnotes. A departure from a mandatory gate does not make a tender conforming.
Schedule H — Pricing
Provide annual baseline totals for 2027, 2028, 2029 and 2030, the four-year total excluding GST, GST and total including GST. Show the allocation for groundwater rounds, surface-water rounds, laboratory analysis and QC, data management, annual reports, mobilisation and travel. Include the final 2030 report within the contract total. State variation rates and escalation assumptions without changing baseline frequencies. Pricing must be prepared and approved by the bid team. Schedule H is a required returnable.
